Housing type affects rights and obligations

The law applied to buying and selling an apartment depends on the type of housing in question. Renting an apartment is also a two-party transaction where mutual adherence to rules ensures a successful rental relationship.

Consumer authorities supervise, resolve disputes and mediate

The Consumer Agency's task is to supervise and promote the position of the consumer on the housing markets. The Agency does not handle individual disputes or provide case-specific advice.

Individual disputes are dealt with by consumer advisers and the Consumer Disputes Board.

  • If a problem can't be settled between you and the seller, contact a consumer advisor. Consumer advisors provide individual counselling on problems related to apartment and real estate transactions.
  • The Consumer Disputes Board issues recommendations in disputes pertaining to housing transactions, rental apartments and right-of-occupancy apartments.
  • The Consumer Disputes Board and consumer advisors do not settle disputes between housing companies and their shareholders.
